Summary

This position is located in the United States Department of Agriculture, Agricultural Research Service, Administrative and Financial Management, Information Technology Services Division with one vacancy in Washington, DC.

The incumbent serves as a first level supervisor within the REE information security organization.

Responsibilities

  • Ensures REE agencies comply with all applicable information security directives and policies mandated by the United States Department of Agriculture (USDA) Office of the Chief Information Officer (OCIO).
  • Serves as consultant and advisor to the REE ACISO and REE DACISO on security-related issues and activities affecting the Mission Area.
  • Serves as a first line supervisor within the REE information security organization, providing oversight on the execution of various tasks associated with the secured delivery of core mission programs and applications.
  • Provides oversight on identifying, detecting, and responding to emerging malicious-actor tactics, techniques, and procedures, affecting the Mission Area.
  • Provides prompt service to both internal and external customers in a courteous and effective manner according to the customer?s needs.
  • Communicates in the most effective manner possible, verbally or written and understands and listens to other points of view or perspective.

Qualifications

Basic Requirements:

Applicants must have IT-related experience demonstrating each of the four competencies listed below:

Specialized Experience : Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience interpreting and implementing Risk Management principles, IT security regulations and compliance standards such as the Federal Information Security Modernization Act (FISMA) and National Institute of Standards and Technology (NIST); managing network security systems, including cloud, and open source security systems; managing and coordinating IT security auditing activities such as evaluating automated information processing systems; and overseeing a team of IT professionals.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands:
The work is sedentary. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. Some employees may carry light items such as papers, books, or small to medium parts, or drive a motor vehicle. The work at times does require some physical effort.

Work Environment:
The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Some employees may occasionally be exposed to uncomfortable conditions in such places as research and data centers.
